[ Magical Information ]

Magical Ability: Time Manipulation
+ Julian can suspend time within a 4.5 Meter radius of himself, causing anything within that area to "freeze"/be 'suspended in time' for up to 3 minutes.  Julian, himself, can still freely move out of or within the AoE [area of effect]. Any object or person touching/holding Julian's bare hand will also be immune to the time suspension as long as they do not let go. 
+ Julian has the ability to travel forward and backward in time [so far only by a few minutes]; however, he follows his grandfather's wishes not to tamper with the past with the ideology that everything that happens, happens for a reason.
+ Julian can also transfer his Time magic into his prized "Minuettes". These are small grenade like gadgets he personally created that are infused with a bit of his magic; designed to detonate after impact or after a set amount of time, these have the same effect as his time suspension spell, however the active time limit  and AoE are halved. 

Limitations:
- Julian can currently only have 2 Areas of Time Suspension [using his main spell] at once.  If he casts a new Area while two other are in effect, the first area cast will be nullified.
- Since Julian is still inexperienced, the time limit of his magic will only last 3 Minutes and will wear off instantaneously after the time limit is up. Everything that was previously 'frozen' will immediately return to normal.
- Julian's AoE is currently only 4.5 Meters, anything just slightly outside of this radius will be completely unaffected. 
- Using time magic is extremely taxing on the body. If Julian overworks himself and uses too many spells at one time/in succession, then his body will begin to weaken with the possibility of collapsing.
- The magic in Juli's 'Minuettes' can currently only last up to a few weeks, after that the magic inside will begin to weaken until it has completely decayed away.

The hands of the Clock are stationary unless Julian's Time Magic is active; After a time spell has been cast, the Watch will count until the time limit is up.
The Cover has a motif of an Hourglass.

[ Personal Information ]

Personality:
+ Ingenious / Inventive Juli has always had a very creative mind.  If he gets sudden inspiration for a new gadget, he will drop whatever he is doing to get to his workshop in order to begin work on it; or if he cannot leave the current area due to things such as being in a lesson, then he will draft down the ideas in his Juli-Log and think about it for the rest of the day.  He spend most of his free-time tinkering with mechanical objects and carries a portable arsenal of tools with him wherever he goes.

+ Loyal 
To those he has made a bond with, Juli portrays the loyalty of an adoring puppy. You can always depend on Juli if you need someone to talk to!

Having never traveled outside of his town, many things are new experiences for him.  If a project is unsuccessful, he will mope and have a bit of a comedically childish fit, calling himself a failure/scum/trash [although these generally don't last long].

Outside of his workshop, he has a tendency to drift off or trip over things.
- Pensive / Jabbery
Juli tends to get lost in his own head, and  can often go off on long tangents [especially if you get him started on his Gadget projects].

Juli is not the best when it comes to people, Girls in Particular.
- Work-a-holic
When he gets fired up on a project, he won't stop working until he falls asleep from exhaustion. Also the reason at fault for how he got the creepy habit of falling asleep with his eyes open.

Having spent most of his days studying ancient tomes [There is a giant library inside of the Clocktower full of books] through the course of his life, Julian is versed in several different languages [although most are old languages that few *humans* use anymore].

Julian has always had a way with animals, birds especially.

Weaknesses:
- Sunburns like a Tomato 
When you live in a Clock Tower, you probably don't get a lot of sunlight! He needs a robe/umbrella if he's going to be in direct sunlight for a long period of time [until he gets used to it].
- Bruises like a Peach 
Pretty Self-Explanatory. With pale skin, comes easy bruising.
- Far-sighted
Juli needs glasses to read things close up.
- Messy Bessy 
His room is pretty average but his work space has draft design papers, tools, and mechanical parts EVERYWHERE.
- Partially Hearing-Impaired
Juli is currently a little bit deaf due to the loud gong of the clock tower. He needs people speaking to him to speak loud and clear until he can become accustomed to hearing again.
- Fashion Disaster
Julian has little to no knowledge about Fashion, and it does not help that the person he spent the most time with, prior to coming to Eterna, was an old man who is centuries behind on the Fashion scene. Bottom Line - Do not let this child dress himself.
- Anxious/Protective
If he doesn't have Penny or something that a makes ambient mechanical noise, he will begin going through stages of anxiety. In addition, if anyone were to purposefully try to harm Penny or push Julian himself over the edge, his habitual timid and humble personality would switch over for a more dark and livid one. So, don't mess around with Penny.

History: 
As an infant, he was discovered in a basket on the front steps of the town clock tower one night by the old man who lived there.  Inside the basket contained a sealed message tube with an enigmatic letter inside.
Having had no children, and seeing as there were no signs of anyone coming or leaving, the old man decided to adopt Julian and raise him as his own and thus Julian grew up in that clock tower.

Julian has always felt strange unexplained events where time seemed to "change speeds", but the first true instance of his magic manifested itself around the time Julian was eight. While having a meal, Julian accidentally knocked over his fork and dove forward it to catch it. For a few seconds, Juli swore that time seemed to have "sped up".  With a blink, the fork was already on the ground, although Julian swore he had reached out in time to catch it. Confused, he told himself that he had only imagined this.

The second occurrence happened some two-three years later when Julian was 10 years old and accompanying his grandfather out on a shopping trip.  As they were walking down through the bazaar, Julian noticed a small young girl carrying a large pot of boiling hot water; he didn't pay too much mind to it.
However, a minute or two later, the little girl tripped over the ground. Alerted by the worried gasps from the crowd, Julian quickly rushed forward without thinking in order to help her.  However, after he had reached the spot where the little girl had fallen, she was no longer there.  Instead, she was at the spot she had originally been when Julian had first noticed her upon arriving in the area.  Feeling a peculiar sense of deja vu, Julian shook it off although he would continue to ponder about this strange experience. 

The third event and final confirmation of Julian's time manipulation abilities took place some few years later around the age of 12-14.  Julian was reading a book when he heard the echo of the entrance door affirming the return of his grandfather.
He closed his book and hopped down from his perch on the window sill to head down to greet his Grandfather. As he descended down the stairs, he caught sight of his grandfather a bit further down. Taking notice of the bulky bags his grandfather had hoisted onto his back, Julian continued down in order to relieve the elderly man of the heavy cargo. However, just as he was few steps away, his grandfather stumbled backwards due to the weight of the goods he carried. In a panic, Julian dashed toward him.
In that instant, everything seemed to have "frozen" in time; The apples and various items that were spilling from the bag were frozen in midair, as well as his Grandfather who was slightly arched backward foregoing a tumble, his face donning a look of pure shock with a hint of horror.
Although Julian had mentally taken note of the bizarre event that was currently taking place, he was rather preoccupied as he ran to his grandfather.  After having firmly grasped his hand, time returned to it's natural flow and he pulled his grandfather back up to a safe and stable 90 degree standing angle.

After the stairs incident, a puzzled Julian turned to proclaim the events that had occurred to his grandfather, unable to explicate the experience himself.  With a sigh, Julian's grandfather decided that it was time to divulge the truth about his past as he could no longer hide it from the clever child.  Although he trusts Julian, as Juli had always been a well-behaved and noble child, Julian's grandfather still gave him the Uncle Ben 'With Great Power comes Great Responsibility' chat.

Having learned of his magical abilities, it wasn't long before Julian received an invitation in the mail; To which his grandfather, deciding that he was old enough to spread his wings and make his own decisions, reluctantly agreed to let him enroll and attend.

[ Additional Information ]
  ◦  His full name is "Juliestes Horacius Constantia" but it was shortened down to "Julian Constantine" on the Registration forms in order to be more "modern" and as an attempt from his grandfather in order to help Julian better "fit in" xD.
  ◦  Julian has a Mechanical Owl companion [dubbed Pendulidium or "Penny"] that he built himself and is one of his first ever successful mechanical creations. However, after leaving the Clock Tower to enroll at Eterna, he began to feel incredibly home-sick. He is also so used to the noise of Gears/Mechanical parts moving at home that it causes him a bit of anxiety since there is now a lack of them, so he keeps Penny with him at all times as a sort of "Security Blanket" since "she" has an internal clock that is always ticking.
  ◦  Julian always keeps a Journal or three with him in order to draft down ideas he gets for projects. He calls them the "Juli-logs".
  ◦  Although Julian had learned of his adoption, he never really sought out to find his biological family as he deemed that the kind old man was the only "real family" he needed.
  ◦  Julian's fluffy hair tufts were the result of an accident during his Pre-Eterna haircut. Before coming to Eterna, he had long hair with bangs that hung down and draped over his eyes. His Grandfather deemed this unfit for a young adult 'going out into the world to make something of themselves' and thus attempted to give him a hair cut. He accidentally cut a lock of Juli's hair too short and it sprung upwards into a rebellious un-tamable tuft, so he decided to create a symmetrical tuft to even it out.
